| Investments to improve the uptake of energy efficient lighting are among the most cost effective and practical energy efficiency measures, and offer one of the most immediate opportunities to increase the security and reliability of energy supply. The new Directive of energy, end-use efficiency and energy services in EU (Energy Service Directive, ESD) aims to stimulate the final energy efficiency. The ESD program will stimulate and facilitate cost effective investment in energy efficiency of buildings, streets, tunnels and lighting in general. The public owners of street lighting systems have the duty to keep the systems in order to ensure road safety and to fulfill the other functions of public lighting; however, it is a “drive” towards cost reductions and outsourcing of these services. In the total lighting sector, there is a large energy saving potential, the EU could save close to 5 billion EUR in running costs through energy efficient lighting each year – street lighting being the biggest segment. This equals to the output of 12 medium sized power plants or 28 megatons of CO2 or more than 50 million barrels of oil annually. New energy efficient lamps based on LEDs can reduce energy consumption by as much as 80% and can last 5 – 30 times longer than conventional equivalents. (70 – 80% devoted to professional applications and 20 – 30% to domestic applications). LED technology has rapid developed in the recent years to the point that LEDs can replace conventional halogen and incandescent lamps in general illumination i.e. street lighting. The opportunity is now available for the implementation of innovative concepts for heat transfer, thermal management, lens technology, optimized LED power drivers and communication systems for energy control and administration. It is also imperative that the LEDs are kept within their maximum operating temperature to ensure maximum stated life time and performance.
